노암촘스키-커밍스 등도 보안법 폐지 지지

[프레시안 김경락/기자] 국가보안법폐지국민연대는 해외 저명인사 다수가 국가보안법 폐지 운동을 지지하겠다는 의사를 표명해왔다고 23일 밝혔다.
국민연대는 이달 초 세계 각국 진보단체와 학계를 중심으로 '남한의 국가보안법 폐지를 위한 국제 인사 메일 서명 켐페인 제안서'를 돌렸다. 이에 22개국 3백25명의 해외저명인사들이 지지서명에 동참했다.
주요 서명자로는 '미국의 양심'으로 불리는 노암 촘스키 교수(MIT 공대), <한국전쟁의 기원>이란 책으로 국내에서도 널리 알려진 브루스 커밍스 교수(시카고대), 전 미 법무부장관인 램지 클라크, <빈곤의 세계화> 저자 미셸 초스도프스키 교수(오타와대) 등이 눈에 띈다.
이들이 서명한 '세계적 연대'란 제하의 성명은 "권위주의적 통치의 잔인한 도구인 국가보안법을 폐지하기 위해 단호한 운동을 전개해 온 수많은 한국인 여러분과의 연대를 보낸다"며 "너무나 오랜 세월, 국가보안법은 평화적 통일의 장애물이 되어 왔고, 권위주의 통치의 공포와 의심의 문화를 낳았다"고 반백년 존속했던 국가보안법을 평가했다.
성명은 이어 "대부분의 한국인들은 북한을 더 이상 '적'으로 보지 않지만, 국가보안법은 북한을 '적'으로 규정하고 있다"며 "더구나 이 조항으로 한반도의 화해를 심각하게 훼손하고 있다"고 주장했다.
성명은 또 "한국은 44년 동안 독방에 구금됐던 김선명씨를 포함해 세계 최장기 정치수들을 가졌던 부끄러운 기록을 갖고 있다"며 "국가보안법의 폐지는 더 큰 민주주의와 경제적·사회적 정의, 한반도 통일을 행한 첫걸음이 될 것이다"로 끝맺었다.
국민연대는 "서명자 취합이 현재도 진행중"이라며 "12월말까지 보안법폐지에 지지를 표하는 해외 인사들은 더욱 늘어날 전망"이라고 말했다.

Abolish the National Security Law!
Promote Democracy, Peace, and Human Rights in South Korea!
We, the undersigned, urge the government of South Korea to immediately abolish the National Security Law (NSL). We submit this statement in solidarity with the millions of Koreans who have been waging a determined campaign to eliminate this draconian tool of authoritarian control. For far too long, the NSL has been a barrier to peaceful unification and resulted in an authoritarian culture of fear and suspicion - dividing families and marginalizing communities. Already, the right-wing is red-baiting civic leaders and public officials who support the repeal. We can no longer stand by and allow the NSL to be used to silence peoplewhose only crime has been to exercise their basic rights to freedom of expression and association.
From its very inception, the NSL has been a political weapon used by those in authority to consolidate their power and suppress dissent. Modeled on the "Security Law" (Chi-an Yuji Beob) implemented during Japanese colonization of Korea, the NSL was first promulgated in December 1948 by the U.S.-supported Syngman Rhee regime - less than four months after the founding of the Republic of Korea. Since then, hundreds of thousands of workers, students, community activists, and government opponents have been targeted for surveillance, censorship, blacklisting, arbitrarily detention, torture, and even execution for non-violent activities. "Articles 3 and 7 provide for long sentences or the death penalty for "enemy-benefiting" (enemy refers to the Democratic People's Republic of Korea or North Korea), "anti-state" and "espionage" activities. in violation of the International Covenant on Civil and Political Rights (ICCPR) to which South Korea is a state party," according to Amnesty International, which supports the repeal of the NSL (http://web.amnesty.org/library/index/ENGASA250092004).
Most South Koreans no longer view North Korea as the "enemy" and a law based on this premise severely undermines reconciliation on the Korean Peninsula. Weekly candlelight vigils are taking place in South Korea cities and several hundred people are currently engaged in an indefinite hunger strike part of a nationwide campaign organized by "People's Solidarity for NSL Abolition" (Ku-ka-bo-ahn-bop Pae-ji Kook-min Yun-dae) - a coalition of over 300 civic organizations and popular movements including the National Alliance for Democracy & Reunification of Korea, the Korean Confederation of Trade Unions, the National Farmers Association, People's Solidarity for Participatory Democracy, and the Korea Truth Commission. Even the South Korean governments own Human Rights Commission has recommended the repeal of the NSL

South Korea has the shameful record of having had the longest serving political prisoners in the world, including Kim Sun Myoung, who was imprisoned for 44 years in solitary confinement. It is now time for people of conscience to rise up and add our voices to the movement to end the NSL.
Repeal of the NSL is the first step toward greater democracy, economic and social justice, and unification of Korea. Abolish the NSL now!

우리 서명자들은 즉각 국가보안법을 폐지할 것을 남한 정부에 촉구한다. 권위주의적 통치의 잔인한 도구인 국가보안법을 폐지하기 위해 단호한 운동을 전개해온 수많은 한국인 여러분과의 연대 속에서 우리는 이 성명을 제출한다. 너무나 오랜 세월, 국가보안법은 평화적 통일의 장애물이 되어왔고, 권위주의 통치의 공포와 의심의 문화를 낳았다. 이는 가족을 나누고 공동체를 무시했다. 이미, 우익은 국보법 폐지를 지지하는 시민사회 지도자와 공무원들에 대한 빨갱이사냥을 하고 있다. 표현과 결사의 자유에 대한 기본적 권리를 행사했을 뿐인 사람들에게 재갈을 물리기 위해 국보법이 사용되는 것을 우리는 더 이상 참을 수 없고 허락할 수 없다.
국가보안법은 그 제정시부터, 권력을 공고히하고 반대자들을 억압하려는 당국자들의 정치적 무기로서 사용돼왔다. 일본이 조선을 식민화했던 시절에 시행된 “치안유지법”을 모델로 한 국가보안법은 대한민국 성립 후 4개월이 못돼서 미국이 지원한 이승만 정권에 의해 1948년 12월에 처음으로 공포됐다. 그때부터 무수한 노동자, 학생, 지역사회 활동가, 재야인사들이 비폭력 활동에 대해 감시와 검열, 블랙리스트, 자의적 구금과 고문, 심지어 처형까지 당하는 표적이 돼왔다. 국가보안법의 폐지를 지지하는 국제앰네스트(Amnesty International)에 따르면 “국보법 3조와 7조는 대한민국이 당사국인 유엔의 시민-정치적 권리규약을 위반하면서 “이적행위(적이라 함은 조선민주주의인민공화국 또는 북한을 의미한다)-반국가활동-간첩활동”에 대해 장기형이나 사형을 부과하고 있다.”(http://web.amnesty.org/library/index/ENGASA250092004).
대부분의 한국인들은 북한을 더 이상 “적”으로 보지 않으며, 이러한 규정에 근거한 법은 한반도의 화해를 심각하게 훼손하고 있다. 매주 촛불시위가 한국의 도시들에서 벌어지고 있으며, 수백명의 사람들이 현재 무기한 단식 농성을 하고 있다. 이는 전국연합, 민주노총, 전농, 참여연대 등 300여 개가 넘는 시민단체와 대중운동조직이 연합한 “국가보안법폐지국민연대”가 조직한 전국적 운동의 일환이다. 한국 정부의 국가인권위원회조차 국가보안법의 개폐를 권고하였다.(http://www.humanrights.go.kr/eng/nhrc/news/nhrc02_01_view.jsp?seqid=218).
한국은 44년 동안 독방에 구금됐던 김선명씨를 포함하여 세계 최장기 정치수들을 가졌던 부끄러운 기록을 갖고 있다. 이제 양심을 가진 사람들이 일어나 국가보안법을 끝장내기 위한 운동에 목소리를 보태야 할 때이다.
국가보안법의 폐지는 더 큰 민주주의와, 경제적-사회적 정의, 한반도 통일을 향한 첫걸음이다. 당장 국가보안법을 폐지하라!
